No. You must be missing quite a lot of Tyria.

No you don't need EOTN. You are either missing some explorable areas that are not part of the storyline e.g. Dragon's Gullet, or you have not fully explored a few areas yet. Or both.

Texmod Cartography FTW. I highly suggest you invest five minutes to go Download Texmod and the appropriate Cartographer file.

EDIT: A vast amount of map that is commonly overlooked(and rightfully so as the storyline does tend to skip some areas) is the Jungle area in the far West of the continent and the Desert in the South-East of Tyria. Start your search there and you'll hit 90% in no time.

After that it's Grind Time

What Coopb said. Prophecies has a lot of optional areas, almost hidden because they aren't part of the main storyline.

at 80%??? XD, i only had to grind at 90%ish

anyways, texmod is good, but be aware that it has little bits here and there that it misses, so it's still worth edge walking.

There's some fairly large bits in south shiverpeaks/magumma jungle if you wanna look down there.

I, also, would recommend you get Texmod and the appropriate Cartography file. A couple of things to note though
Be sure to get Texmod from a reliable source - the links on wiki are safe.
Texmod will often trigger virus scanners as a false positive because it behaves similarly to a trojan.
Texmod is glitchy, so basically you'll only want to use it to do the mapping, then trash it. For example, Texmod will sometimes overlay your entire screen with garbage - just minimize and go back to windowed/full-screen to clear it.

Percentage-wise there is about 105% of mappable area, so 100% is (relatively) easily obtained.

Did you miss a whole region or something? 20% is a LOT....

More like 100.5%
I have 100% on all maps and if I wouldve missed 5%, Texmod would probably show me alot more fog then it is showing me now.

Tyria has a huge amount of leeway. Fully scraping the entire map as you go will get you 100% before you enter Hell's Precipice. If you're 20% short, you're most likely missing one of the rarely entered zones. To save time, I recommend mapping while vanquishing. Using Texmod will save you some time as well.

I have 3 Legendary Cartographers and never used Texmod in my life. If you are missing 20% of the map you have seriously overlooked places. Dragon's Gullet in the Ascalon region is a good spot to check, it is past where the Althea's Ashes quest sends you. There are also lots of places inside mission that don't get uncovered by simply doing the mission. Frost Gate is one of them, as the path Rurik takes is unavailble unless you use a skill like Necrotic Traversal. Check each mission, as MANY of them have areas you can only map while in the mission. Then double check all explorables for portals you may have missed. 20% is a lot of work, and thinking you would need another game to get it tells me you don't have many ideas on where you are missing map at.

80% of tyria is pretty much what you unlock doing random quests and missions, You still have alot of nooks and crannies left to explore.

Keep in mind its not just "visiting" each area. You need to scrape the walls of every area to uncover every scrap of space you can find. It is an incredible pain to do.

But at 80%, you are missing several whole zones.

Also, if you're not wanting to use textmod, just compare your map against one already fully uncovered, wiki has some here.

There are also some useful tips and hints for 'hidden' areas on this wiki page.

Same as Magma Red, I never used Textmod for the title, found the above pages were more than enough to help uncover all areas, just 'scraping' all edges/nooks and crannies. Not saying there's anything wrong with Textmod, just noting its perfectly doable without it .
